What is a SELPA?

A SELPA is an acronym for a Special Education Local Plan Area.
The provision of special education and related services needs a minimum size and scope. Because many LEAs in California are under this minimum, SELPAs were created.
A SELPA is a membership of school districts, charter schools, and County Offices of Education that provide special education and related services to students with disabilities. Currently, there are just under 140 SELPAs in California.
A SELPA provides local control and accountability in accordance with assurances set forth in federal law. Each SELPA is required to develop and update a Local Plan which includes an annual budget and services plan.
The California Department of Education has a web page that helps describe SELPAs, as well as a description of the minimum size and scope.
Also, the Legislative Analyst's Office (LAO) has a quick video that can help explain a SELPA, and has an overview of special education in California.
